Moving to Bermuda brings an immediate housing decision: should you rent first or buy a home?

For a new resident, comparing monthly rent with a possible mortgage payment does not answer the question. Bermuda has a small housing market, limited rental supply and specific rules governing property ownership by non-Bermudians. Your buyer status, expected length of stay, available capital and preferred location can change the answer completely.

A professional arriving on a fixed employment contract may value the flexibility of renting. A Bermudian returning home for the long term may be more interested in purchasing. A non-Bermudian may want to buy but discover that only particular properties are legally available to them.

Before choosing, ask yourself: How certain am I that Bermuda will remain my home, what property am I actually eligible to buy, and how much flexibility will I need during the first years of my move?

As of 4 September 2026, JBM Realty's public inventory provides a useful snapshot of both sides of that decision. Its rental page currently shows a two-bedroom Sandys apartment at BMD $4,400 per month and a three-bedroom Warwick house at BMD $6,200 per month. Its sales page lists eight properties, including Warwick houses at BMD $995,000 and BMD $1,125,000. These are current JBM asking prices rather than island-wide averages.

Who Can Buy Property in Bermuda?

Bermuda Real Estate Market Snapshot for 2026

This is the first question a non-Bermudian resident should answer.

Bermuda does not give every resident unrestricted access to the residential sales market. Under the current Minimum Annual Rental Values Regulations, an "all other restricted person" is subject to a minimum Annual Rental Value of $126,000 for a residential property other than a condominium and $25,800 for a condominium. These thresholds remain reflected in JBM Realty's current non-Bermudian buying guidance.

ARV is not the property's sale price or its current market rent. It is a government valuation used within Bermuda's property and land-tax system. A home that looks affordable on a property portal is therefore not automatically available to a non-Bermudian buyer.

JBM's published guidance also states that non-Bermudians may own up to two properties and generally cannot purchase vacant land unless it forms part of a qualifying tourist development. A work permit by itself should not be treated as unrestricted permission to purchase property.

Permanent Resident's Certificate holders occupy a different position. The Bermuda Government states that PRC holders have the right to live and work in Bermuda and may purchase property with a lower ARV than the thresholds applying to other restricted persons.

The practical lesson is important: confirm buyer eligibility before treating a sales listing as a realistic alternative to renting.

Why Renting First Often Makes Sense for New Residents

Renting provides something particularly valuable during relocation: time.

Bermuda may be small geographically, but the experience of living in Sandys, Warwick, Pembroke, Paget or St George's can differ considerably according to workplace, transport, family needs and preferred lifestyle.

JBM's 2026 relocation guide describes the rental market as small and fast-moving and identifies Hamilton, Paget and Pembroke as major areas of demand for working professionals. It also advises people relocating for employment to start their search before arrival rather than assuming suitable housing will still be available when they land.

Renting first allows you to learn what matters in daily life before tying substantial capital to one location. You can discover whether proximity to Hamilton matters more than additional space, whether ferry access suits your routine, and whether the west, centre or east of the island feels right for your household.

It also protects flexibility when your move is tied to employment. If a contract changes or you later decide that Bermuda will not be your permanent base, ending a tenancy is generally a simpler housing decision than preparing a recently acquired property for resale.

What Current Rental Availability Tells New Residents

Bermuda's rental market should not be approached like a large UK or North American city where hundreds of similar apartments may be available at once.

When checked on 4 September 2026, JBM's live rental inventory contained only two publicly advertised long-term rentals. One is a two-bedroom renovated upper-level home in Sandys at $4,400 BMD per month, close to shops, public transport and the ferry. The other is a standalone three-bedroom Warwick cottage at $6,200 BMD per month.

This does not mean only two rentals exist across Bermuda. It shows how limited an individual agency's publicly available stock can be at a particular moment.

JBM also states that properties can move through agent and landlord networks before they are widely advertised, which is one reason incoming residents benefit from discussing requirements with an agent before arrival.

When Buying Becomes Worth Considering

Buying deserves serious consideration when your status permits it, your plans are genuinely long term and the acquisition costs do not stretch your finances too far.

Ownership provides greater control over your home. You are not dependent on a landlord deciding whether to renew a lease, and longer-term households may value being able to establish a permanent base rather than moving between rental properties.

But buying should not be justified with a simplistic rule such as "ownership always wins after seven years". Bermuda transactions are too property-specific for a universal break-even point.

A more useful analysis considers acquisition cost, financing, ownership expenses, possible future selling costs and what you could otherwise do with the capital used for the purchase.

Renting Versus Buying: Compare the Real Costs

The cost structures are fundamentally different.

Bermuda conveyance stamp duty is not the 8–12% flat rate stated in the earlier draft. The Office of the Tax Commissioner currently applies progressive rates: 2.10% on the first $100,000, 3.15% on the next $400,000, 4.20% on the next $500,000, 6.30% on the next $500,000 and 7.35% on value above $1.5 million.

For example, applying those bands to JBM's current $995,000 Warwick asking price produces total conveyance stamp duty of $35,490, before considering relief, exemptions or how the transaction documents allocate liability between purchaser and seller. The listing itself is currently marked under offer and this calculation does not establish eligibility for a non-Bermudian purchaser.

Non-Bermudian acquisition can introduce a much larger additional cost. Bermuda's consolidated Land-Holding Charges Regulations provide a 12.5% charge for qualifying non-condominium residential property for an ordinary restricted person after the statutory concession period. JBM's current 2026 guidance also identifies an 8% rate for qualifying condominiums.

That is why the same purchase price can produce very different financial decisions for a Bermudian purchaser and a non-Bermudian newcomer.

Do Not Guess the Ongoing Ownership Cost

The earlier draft included unsupported fixed percentages for insurance, maintenance and property tax. Those should be removed.

Land tax can be verified.

The Bermuda Government calculates residential land tax according to ARV. The current schedule begins with a $150 charge for properties with an ARV of $22,000 or less, while properties above that level are taxed progressively through ARV bands. The highest published marginal rate is 55% on the relevant portion of ARV above $120,000. It is not a 55% tax on the property's purchase price.

A new Valuation List is due to be published on 31 December 2026 and will replace the current list for land-tax purposes, using rental values as at 1 July 2025. Buyers completing during 2026 should therefore check the current ARV and be aware of the forthcoming revaluation.

Insurance and maintenance should be treated the same way: obtain quotations for the actual property rather than inserting a generic percentage into the article.

A waterfront house, condominium and sheltered inland home can have completely different exposure, insurance requirements and maintenance profiles.

Availability by Property Type Can Decide for You

The theoretical financial choice matters less if the property you need is not available.

JBM's sales page currently includes houses, land and development opportunities across Warwick, Southampton, Sandys, Devonshire and Sandy's Parish. Prices range from $250,000 for some land listings to $1.125 million for the current four-bedroom Warwick house, but buyer eligibility cannot be inferred from asking price alone.

For renters, today's JBM inventory is concentrated in a two-bedroom Sandys apartment and three-bedroom Warwick house. Tomorrow's selection may look completely different.

This is why relocation decisions should remain flexible on property type and parish where possible.

Rent or Buy? Use This Decision Checklist

Before deciding, confirm:

  • Timeframe: Is your stay temporary, uncertain or genuinely long term?
  • Eligibility: Are you Bermudian, a PRC holder or a restricted purchaser, and does the specific property qualify?
  • Capital: Can you fund the deposit, statutory charges and professional costs while keeping adequate reserves?
  • Flexibility: Would an employment or family change require you to move quickly?
  • Location knowledge: Have you lived in the parish long enough to know the commute and lifestyle work for you?
  • Ownership appetite: Are you comfortable taking responsibility for insurance, tax, maintenance and repairs?
  • Available stock: Is there actually a rental or qualifying sale property that meets your requirements now?
  • Professional advice: Have your agent, Bermuda lawyer and lender confirmed the property-specific figures rather than relying on generic online percentages?

If many of those answers remain uncertain, renting first gives you time to resolve them.

If your eligibility is clear, Bermuda is a long-term commitment and the full acquisition budget is comfortable, buying becomes a much stronger option.
